It struck me on third viewing (listening to my son groan and moan), that it's a very 70s ad, specifically a product or film ad (not for a show, 'cuz Starsky and Hutch never had ads like that).

That's why it felt like a parody. It felt as if someone were trying to do a 70's ad for a made-up show, but with a extra hint of mockery of the genre.
